Morrena Road Major Drainage Improvements Project

Dear Resident,


Beginning in late July 2016, the City of Ottawa will begin construction work in your neighbourhood.  The work is being conducted to improve drainage as part of the West End Flood Mitigation Program.


Who: The City of Ottawa has hired The Karson Group to complete the work.


Why: The City of Ottawa is undertaking this work to improve drainage in the area.  This work is part of the final activities of the West End Flood Mitigation Program.


What: The work will involve the installation of new sewers on a portion of Morrena Road, new sidewalks along the south side of Morrena Road, reconstruction of the Morrena Road roadway structure and the construction of a new storm pond on City property.


When: This work is scheduled to commence on July 25, 2016 and will be completed at the end of October 2016. Carry over work, including final road paving activities, may occur in spring 2017.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7:00 a.m. and 10:00 p.m.  On Saturdays, work is permitted between 7:00 a.m. and 10:00 p.m., while Sunday and statutory holiday work is allowed between 9:00 a.m. and 10:00 p.m. The Contractor has advised the City that typical construction hours will be weekdays from 7:00 a.m. to 5:30 p.m.


Where: The work will take place on Morrena Road, adjacent to the Glen Cairn Public School and Glen Cairn Community Centre and next to the Hazeldean Public Library, located at 50 Castlefrank Road.



Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require special accommodation, please contact the City’s Project Manager noted below.


Building Survey

The Contractor is required by the City to carry liability insurance before any work may proceed. You may be asked by the Contractor’s insurance agent for permission to survey your property before the work commences as Contractors typically carry out pre-construction inspections of properties within the construction zone. It is to your own benefit to have the inspection conducted on your property. Residents will be receiving a separate notice from DST Consulting Engineers, the company hired by the Contractor, to undertake property investigations. Impact on the Right-of-Way and Adjacent Private Properties

The road and sewer reconstruction is within the City’s right-of-way, but may result in some disruption to part of the private property directly adjacent to the work.  Lawns, pathways, gardens and/or driveways may be disturbed.  The affected areas will be reinstated as soon as possible, at no cost to you.  However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you move the plants in advance of the construction work. If you own a subsurface lawn irrigation system, or a heated driveway system, please notify the City’s Project Manager identified below.


On-Street Parking & Traffic

To allow the work to be completed in a timely manner, on street parking will be prohibited during the construction period. Signs will be placed 24 hours in advance indicating the parking prohibition. Vehicles parked at these locations may be towed at the owner’s expenses. Parking fines may also apply. In the event that access to your driveway is restricted due to construction activities, the On-Site Inspector will provide you with a temporary On-Street Parking Permit (orange form) to authorize on-street parking within a few blocks of your residence.


Construction Disruptions

The Karson Group is assuming full responsibility for the construction work until the work is entirely complete in 2017. The Contractor will take every precaution necessary to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.
