Construction Notice

Project Background:

In accordance with the City ofOttawa Infrastructure Master Plan, the existing watermain that was installed under the eastbound lanes ofHazeldean Roadin 1976 is to be upsized betweenCastlefrank RoadandKincardine Drive, to match the size of the existing main to the east and west of the project limits. The pipe is shallow and in poor condition and there have been several breaks on this section of watermain.  The main forms a critical part of the City’s backbone infrastructure supplying water to the Stittsville area. 

 

Project Description:

The new 914mm diameter watermain will be installed under the westbound lanes ofHazeldean RoadbetweenKincardine DriveandCastlefrank Road.  The new main will be commissioned and then the existing watermain (under the eastbound lanes) will be grouted and abandoned.  Short sections of watermain will also be installed at the intersections in order to tie into the existing mains on Kincardine, Terry Fox, Edgewater, Young and Castlefrank. 

This is not a full road replacement project.  Road reinstatement will be confined to the watermain trench and any other localized areas of the road surface that are damaged as a result of construction.  Some portions of existing sidewalk and central concrete median will also need to be removed and replaced as part of the construction work. 

All the construction work will occur on the north side (westbound lanes) ofHazeldean Road. The south side of the road will be temporarily converted into single lane, 2-way traffic.  Consequently, temporary traffic signal modifications will be set up, and some turning movements will be restricted or removed, at the Terry Fox, Edgewater, Young and Castlefrank intersections.  In order to avoid cumulative traffic disruption, construction will generally be staged such that the work does not occur at the busiest intersections at the same time,

 

Anticipated Affects on Residents, Businesses and traffic:

Traffic

The lane reductions on Hazeldean and the temporary traffic signal modifications will likely result in some traffic delays, especially during peak periods.  The timetable for bus route #118 and #96 onHazeldean Roadwill be adjusted to allow for some extra travel time.

Edgewater Streetwill be closed at Hazeldean for a short period while construction occurs within the intersection and during this time access to / from Edgewater will be fromTerry Fox Drive. 

Vehicular access into the businesses on Hazeldean Roadbetween Terry Fox Driveand Young Streetwill be restricted during construction.  However, although restricted, the Contractor will be required to maintain access to businesses at all times.  A temporary access lane might be necessary, or in situations where two access lanes into the mall exist, during construction only one will be operational for short period.

In areas where existing sidewalks and bus shelters will be impacted by the construction work, temporary provisions will be provided.

Water Service

A temporary loss of water service during non-business hours will be experienced for a short duration at some of the properties located onHazeldean Road.  The installation of temporary water services might also be required.  You will be notified in advance of any planned water service interruptions. 

Vibrations

You may feel vibrations due to heavy equipment used for specific construction activities.  This is quite common and not usually a problem.  The Contractor will monitor vibrations during these operations.

Prior to construction, the Contractor may contact you to arrange for a pre-construction survey of your property.  However, you may want to complete your own survey of your property before the work starts to record the condition of your building.  This survey should include dated photographs. 

The Contractor is fully responsible for any damage to private property as a result of their construction activities.  If you think that damage occurred to your property as a result of construction, please contact the Contractor directly.

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.  We would like to thank you for your patience and co-operation.

 

Project Timing:

The anticipated project timelines are as follows:

  • Completion of design and tendering – June 2012.
  • Commencement of construction – Late August / early September 2012.
  • Construction will shut down for the winter, during which time normal traffic flow will be restored.  Construction will restart in the spring / summer 2013 and be completed before fall 2013.

Please be advised that construction scheduling is subject to changes due to weather conditions, unforeseen conditions, and availability of resources.

 

Additional Information

A pre-construction notice will be delivered prior to construction starting and that notice will provide the contact information for the Contractor and the City’s Construction Inspector, who will be available to address any questions or concerns you might have.

Update September 06, 2012

Project Overview:

In accordance with the City of Ottawa Infrastructure Master Plan, the existing 610mm ductile iron watermain, which was installed under the eastbound lanes of Hazeldean Road in 1976, is to be upgraded to a 914mm diameter main between Castlefrank Road and Kincardine Drive, to match the size of the existing feedermain east and west of the project limits. There have been several recent breaks on this section of watermain and the pipe is shallow and in poor condition. The watermain is part of the critical backbone infrastructure that provides the main supply of water to the Stittsville area. 

A new 914mm diameter watermain will be installed and the road structure above the trench will be reinstated.   There are no identified needs for any other infrastructure to be upgraded as part of this project.  The plan is to install the new watermain under the westbound lanes of Hazeldean Road and for the new main to be commissioned before the existing watermain (under the eastbound lanes) is filled and abandoned. 

Public Information:

A notice of construction start will be sent to adjacent property owners prior to the commencement of construction.  The notice will contain information regarding the anticipated construction impacts, schedule and the key contacts for the project. 

Timing of Construction:

The City’s appointed Contractor is Greenbelt Construction and the anticipated construction timeline are as follows:

  • Mid / late Oct, 2012 – The contractor will mobilize to site and commence preparatory work and set up temporary traffic control measures.
  • Early Nov, 2012 to mid Dec, 2012 – Watermain installation from Kincardine Drive to Edgewater Street.
  • Spring 2013 to fall 2013 – Watermain installation from Edgewater Street to Castlefrank Drive.

Regular traffic flow on Hazeldean Road will be reinstated from approximately mid Dec 2012 to mid March 2013.  The contract is scheduled to be fully completed by Oct 2013.

Building Survey:

You may feel vibrations due to heavy equipment use and from rock excavation during construction.  This is quite common and not usually a problem.  In accordance with the requirements of the contract, residents within the designated project limits will soon be contacted by Greenbelt’s sub-contractor, Explotech, to arrange for a house and property inspection to be undertaken.  It is your choice whether or not you wish to have the inspection conducted on your property but we recommend that you do.  You may also want to complete a survey yourself, before the work starts, to record the condition of your building.  This survey should include photographs.

The Contractor is fully responsible for any damage to private property as a result of their construction activities.  If you think that damage occurred to your property as a result of construction, please contact Greenbelt directly.

Temporary Traffic Conditions:

Temporary traffic signal modifications will be set up, and some turning movements will be restricted or removed at the Terry Fox, Edgewater, Young and Castlefrank intersections.  In order to avoid cumulative traffic disruption, construction will generally be staged such that the work does not occur at the busiest intersections at the same time.

Lane reductions on Hazeldean Road and on Terry Fox Drive at the

Hazeldean Intersection

Ottawa – Starting on the evening of Thursday November 8, 2012 west bound traffic on Hazeldean Road between Edgewater Street and Kincardine Drive will be shifted over to the east bound side of the road and reduced to one lane in each direction.  Also, in order to accommodate the lane reductions on Hazeldean Road, the twin left-turn lanes on Terry Fox Drive at the Hazeldean Road intersection will be reduced to single left-turn lanes.  These temporary traffic control measures will be in place until mid-December 2012.

 

Please also be advised that construction work within the Hazeldean / Terry Fox intersection is scheduled to occur over the weekend of November 17th / 18th, 2012.  During this weekend, some traffic movements through the intersection will be restricted and traffic flow will be controlled by police forces.

 

Vehicles are reminded to use caution, be patient, obey signs and reduce speeds accordingly when travelling through the construction zone and when sharing the lane with buses and cyclists.  Given the high volume of traffic on Terry Fox drive and Hazeldean Road, traffic delays are anticipated and motorists should consider finding an alternate route if possible.

 

The temporary traffic control measures and lane reductions are required in order to install a new 914mm diameter watermain on Hazeldean Road from Kincardine Drive to Castlefrank Road.  Lane reductions on Hazeldean Road from Edgewater Street to Castlefrank Road will be implemented in the spring / summer, 2013 and the project will be completed by fall, 2013. 

The City of Ottawa thanks you for your patience during construction.

One lane of through traffic in each direction will remain open at all times but construction will occasionally interrupt traffic heading southbound. To maintain traffic flows lanes will be narrowed requiring cyclists to use the vehicle lane which will require additional caution. Slow moving traffic and delays are expected throughout the day and drivers are asked to consider alternate routes.

Update November 13, 2012

  • November 13th 2012 from 10:00 p.m. to 6:00 a.m.

The source of sound will be construction equipment.

 ** Please note this exemption is in addition to the exemption already granted for the 16th to the 18th of November.

Also of note, traffic congestion was noticeably worse at the Hazeldean / Terry Fox intersection yesterday because watermain pipe was being installed within the intersection.  The next time that work occurs within the intersection will be this weekend, overnight on Sat Nov 17th / Sun Nov 18th.

Update November 21, 2012

 

The Contractor has applied to temporarily close Edgewater (at Hazeldean) from Nov 26th – Nov 30th, to facilitate installation of the new watermain at the Edgewater / Hazeldean intersection.  “Business As Usual” signs will be in place and access to / from edgewater will occur at Terry Fox Drive.

HAZELDEAN ROAD WATERMAIN UPGRADE –

Edgewater Street to be closed at Hazeldean Road

Ottawa – Edgewater Street will be closed at Hazeldean Road from Thursday November 29th 2012 to Friday December 7th, 2012.  During this time access to / from Edgewater Street will be via Terry Fox Drive only.  In order to minimize the duration of the road closure, construction work will occur during the daytime on Saturday December 1st, 2012.

The road closure is required in order to install a new 914mm diameter watermain on Hazeldean Road from Kincardine Drive to Castlefrank Road. The project is scheduled to be completed in the fall of 2013.

Update December 12

The Contractor is working on making the final connection of the watermain to the existing stub at Kincardine, which will hopefully be finished tomorrow / Thurs.  Following that will come the City’s chlorination and sampling process, which will be completed by early next week.  Once that’s done, the new watermain between Kincardine and Edgewater will be put into service.  There is also a 406mm diameter watermain connection to be completed on Edgewater, which will also be done next week.

Line painting is scheduled to occur on Thursday and then all being well, the west bound traffic will be switched back on to the north side of the road i.e. normal traffic flows will be restored on Friday Dec 14th.

Update December 14

Hazeldean Road construction to wrap up for winter

Ottawa – Traffic along Hazeldean Road from Edgewater Street to Kincardine Drive will return to normal during the afternoon of Friday, December 14, 2012 with two lanes available in each direction.

Construction on Hazeldean will stop for the winter during the week of December 17 and resume in late February or early March 2013.

The Hazeldean Road watermain upgrade from Castlefrank Road to Kincardine Drive project is being carried out in order to install a new 914 mm diameter watermain on Hazeldean. Lane reductions will be implemented again when construction resumes and the project will be completed by fall, 2013.
