Motion on Labour Mobility


Be It Resolved That Council waive the rules of procedure in order to consider a motion at its September 11, 2013 meeting relating to labour mobility for construction contractors, truckers and haulers between Quebec and Ontario.

Whereas the issue of labour mobility for construction contractors, truckers and haulers between Quebec and Ontario has been an issue for Ottawa based workers for over fifteen years;

And Whereas significant progress has been made on improving the legislative climate surrounding the issue of labour mobility for construction contractors, truckers and haulers between Quebec and Ontario;

And Whereas workers in the Ontario industry have expressed concerns regarding unfair practices surrounding the enforcement of rules governing construction contractors, truckers and haulers in Quebec;

Therefore Be It Resolved That Council supports the principle of unrestricted labour mobility for construction contractors, truckers and haulers between Quebec and Ontario including the removal of legislative, administrative and enforcement impediments to such labour mobility between the provinces. 

Be It Further Resolved That Council supports the elimination of any unfair or discriminatory enforcement practices that single out Ontario truckers and haulers (as compared to Quebec based truckers and haulers) while they are operating in Quebec.
