Winter Operations


This morning the Manager of Roads and Traffic Operations and Maintenance will be presenting to the Transportation Committee on the issue of Winter Operations.  As part of that presentation we will be including the final 2013 fiscal year numbers for his branch.  The City’s total year-end numbers will be presented to the Finance and Economic Development Committee at the March 4 meeting.

In 2013, the City of Ottawa experienced above average snowfall with an accumulation of 272cm, which is just a bit less than what Ottawa received in 2010 and 2011 combined. As a result, the Roads and Traffic Operations and Maintenance Branch had a deficit of $21.5 million in 2013 due to the number and severity of the winter events that occurred both at the beginning and the end of the year.  The financial results in this area are combined with all other financial results so that surpluses in one area offset deficits in another.  To the extent that the deficit cannot be offset by other surpluses it will be covered from a contribution from the Winter Maintenance Reserve.  While we are still in the process of finalizing the year-end position there will be sufficient funds in the reserve to cover any required contribution.
